How to get Elfy

It only comes from its own rate-up banner when that banner runs.

Evolves into Elfy (Sylph) (50% Attack, Verdant Enchantment). Needs 1 Elfy, 4 Ice Crystallite, 4 Dark Crystallite, 2 Blood Crystallite, 4 Star Fruit, 1 Star Fruit (Red), 1 Star Fruit (Pink), 1 Star Fruit (Green) and 1 Star Fruit (Rainbow).
