Best Honkai Star Rail Sampo Build
Since Sampo is a Nihility Path character, his role is to apply debuffs to enemies. Sampo’s debuff is applying Wind Shear for 3 turns, which is a wind DoT effect. This wind DoT damage scales on Sampo’s ATK. His Ultimate will attack all enemies and have a chance to extend the DoT duration, so his kit revolves around keep spamming the DoT application to the enemies.
For Sampo’s Relics and Planar Ornament build, despite being a Wind character, he is better to be invested in his ATK instead of his Wind DMG since his DoT scales on his ATK attribute. So it would be better to have ATK Relics and Planar Ornament for Sampo instead of focusing on having high CRIT and Wind DMG.
As for Sampo’s Light Cone build, you can focus on the Nihility Path Light Cone, since we can’t activate the effect from the other Light Cone’s Path. For the Nihility Path Light Cone itself, you only need to focus on the effect that will increase Sampo’s Effect Hit Rate and his ATK or DoT DMG increase. Honkai Star Rail Sampo Best Light Cones
As for now, the F2P three stars Light Cone actually doesn’t fit Sampo’s requirement that well. So if you don’t have this Light Cone recommendation, and you have another four star Nihility Path Light Cone, you can also use that temporary four star Light Cone, whatever the Light Cone it is until you can get Sampo’s signature Light Cone Eyes of the Prey.

Eyes of the Prey is Sampo’s Signature Light Cone and his Best in Slot Light Cone.
Since Sampo’s kit revolves around applying Wind Shear effect to the enemies, you should aim to have a high Effect Hit Rate to counter the enemy’s RES.
Enemy’s RES has a chance to prevent the Wind Shear effect from being applied to them.
Sampo’s damage source comes from his DoT, too, so this Light Cone fits him very well.
In the Name of the World

Increases the wearer’s DMG to debuffed enemies by 20/25/30/35/40%.
When the wearer uses their Skill, the Effect Hit Rate for this attack increases by 20/25/30/35/40%, and ATK increases by 20/25/30/35/40%.
In the Name of the World is the alternative Light Cone for Sampo.
Although it will increase Sampo’s DMG, Sampo’s overall DMG multiplier is not that high, so it’s not a big improvement here.
But the Effect Hit Rate and the ATK increase are very useful since his DoT scales on his ATK too.
Honkai Star Rail Sampo Best Relics
Sampo’s Relic build is quite unique since you only need to invest in his ATK. You don’t need to have the 4-set of ATK Relics since the Basic ATK DMG increase is not helpful for Sampo.
So the best thing you can have is 2-set Wind Relics and 2-set ATK Relics. You can also go with 4-set Wind Relics to have a faster turn for your Sampo.

As for the Planar Ornaments, we highly recommend you invest in his Effect Hit Rate first because it would be very annoying if you can’t apply the Wind Shear to the enemies. If you already have high Effect Hit Rate, then you can go with ATK to have higher DoT damage.
