Honkai Star Rail Pela Story Introduction
Pelageya Sergeyevna, also known as Pela, is assigned as the Intelligence Officer and admired by a lot of Silvermane Guards. Due to her brilliance in solving any affairs and problems, Pela surely knows how to radiate reliability from her presence. No matter how absurd or complex it is, Pela always knows how to solve the problem calmly. Whether it is to maneuvering troops, distributing supplies, or managing the terrain, Pela has all the answers to all of them.

Best Honkai Star Rail Pela Build
Since Pela is a Nihility Path character, her kit revolves around giving debuff to the enemy. Pela is actually one of the best debuffer in Honkai Star Rail right now since she can remove one buff from the enemy from her skill and apply AoE Exposed status to all enemies from her Ultimate, which will reduce their DEF, and this DEF reduction can get higher and higher the more you upgrade her Ultimate traces. With this DEF shred, your team can now deliver even high damage than ever too, so Pela is also your main DPS best friend that you can ever have.
For Pela’s Relics and Planar Ornament build, she acts as your debuff support character but her skill is still quite strong enough to make her a Sub DPS too. With that in mind, you can use the Ice Relics for her, especially the 4 set Hunter of Glacial Forest.
As for the Planar Ornament, it would be better to have the Effect Hit Rate Planar Ornament because the enemy also has effect RES. It would be a shame if Pela’s Ultimate failed to apply DEF Shred because enemy have higher RES than your Effect Hit Rate. So you can go with Pan-Galactic Commercial Enterprise. Because in the end, this Ornament will increase Pela’s ATK, too, so she can still benefit from the slightly higher damage bonus too.

Honkai Star Rail Pela Best Planar Ornaments
As for Pela’s Planar Ornament, you actually have more choices than you can choose for Pela. We strongly recommend you go with the Effect Hit Rate so you can land the DEF Shred more easily. You can also go with the Energy Regeneration for faster Ultimate casting. Those two are the higher priority that we would recommend you to have first. If you don’t have them yet, you can use the Ornament that will increase your damage output, whether increasing the CRIT Rate or the ATK.

2 Set: Increases the wearer’s Effect Hit Rate by 10%.
Meanwhile, the wearer’s ATK increases by an amount that is equal to 25% of Effect Hit Rate, up to a maximum of 25%.
