Initially, Nepheli can be found in Stormveil Castle. Exhaust her dialog and she will offer help to defeat Godrick. Her summon sign will be near the fog wall of Godrick, The Grafted boss fight. During the Ranni questline you will meet Preceptor Seluvis, who will give you a potion and will task the Tarnished to have Nepheli drink the potion.

No, you should not give the Seluvis potion to Nepheli in Roundtable hold, as she will become a puppet and you will not be able to complete her quest. You can either give the Seluvis potion to Dung Eater or dispose of it by giving it to Gideon Ofnir.

Why You Should Not Give The Potion To Nepheli Loux
Nepheli Loux questline is interconnected with the quest of another NPC, Kenneth Haight. If you give the Seluvis potion to Nepheli in Roundtable hold, you will not be able to complete both quests. You will get rare upgrade materials at the end of these quests as rewards, and you will not be able to obtain them if you give the potion to Nepheli.
Should You Give The Seluvis Potion To Nepheli Loux
You will first meet Seluvis during Ranni quest in Ranni’s Rise where he will appear in a spectral form and will ask you to meet him at his tower.
Giving Seluvis Potion To Nepheli Loux
After meeting with the Seluvis, he will give you the potion and tasks you with finding Nepheli and having her drink this potion. If you give Nepheli the potion, she will drink the potion and will leave the Roundtable hold. Nepheli can be found in Seluvis’s laboratory as a puppet, and her Ashes will be available.
As you give the potion to Nepheli, her questline will end, and you will also not be able to continue Kenneth Haight quest as well.
Administering Dung Eater WIth Seluvis Potion
Dung Eater is the vilest NPC in all of Lands Between. You will first encounter Dung Eater in a room near Twinhusk Maidens at Roundtable hold. Dung Eater’s real body is locked in a cell in underground Leyndell. It is better to give the Seluvis potion to Dung Eater instead of having Nepheli drink it.
Although you can get “Mending Rune of the Fell Curse” after completing Dung Eater quest to get an alternate ending, it is not an ending we recommend you should go for. After giving the potion to Dung Eater you can also kill him in his cell, and he will drop his armor. He is also available as a puppet summon, which can be bought from Preceptor Seluvis.
Give Seluvis Potion to Gideon Ofnir
Gideon Ofnir is the leader of Roundtable hold and profound source of knowledge hence the name Gideon Ofnir, The All-knowing. He is also the adoptive father of Nepheli Loux. After getting the potion from Seluvis, you can speak with Gideon Ofnir he will give the Tarnished two choices: either give him the potion or do as you please.
If you give him the potion, he will dispose of it and will tell you to lie to Seluvis about giving the potion to Nepheli. And if you do not give him the potion, he will warn you that if you give the potion to Nepheli Loux, she will turn into a puppet.
Nepheli Loux Quest
If you have not given the potion to her, you can continue her quest line by traveling to Chapel of Anticipation to retrieve Stormhawk King. You can give Stormhawk King to Nepheli in Roundtable hold, as well as complete the Kenneth Haight quest where he is back at his fort.
After you have defeated Morgott, head back to the Stormveil Castle throne room to find Nepheli, Kenneth Haight, and Gatekeeper Gosto. Speak with her, and she will reward you with Ancient Dragon Smithing Stone.
